Description

We are seeking a Services Supply Chain Manager for our team in Bellingham, WA. This position is responsible for the daily activities and personnel in the ATS purchasing department. Plans short and long-term strategies and objectives to maximize efficiencies, reduce costs, resolve procurement issues, and ensures timely delivery and quality of inventory management.

Essential Responsibilities:

• Manage ATS purchasing staff including performance reviews, professional development, and personnel actions
• Ensure the timely and accurate processing of approved purchase orders, contracts, and vendor invoices by the purchasing department
• Work closely with PMO Manager, field project management and sales to identify project schedule delays due to materials shortages; research and offer alternative solutions
• Work closely with PMO Manager to resolve accounting discrepancies and find root causes for procurement based budgetary issues on all projects
• Establish, document, oversee and ensure thorough training of purchasing department personnel
• Oversee sourcing, review and set up of subcontract labor base to support all service businesses
• Develop cost reduction strategies, procurement consolidation, lead time reduction, better negotiation, and increased integration with suppliers and subcontractors
• Develop processes and procedures for coordinating and streamlining activities within purchasing department and other PMO departments
• Continue development and integration of key domestic supplier and logistics partners
• Develop strategies for higher quality and resilience through appropriate supplier selection criteria and dual sourcing
• Oversee management and implementation of contracts, blanket orders, vendor managed programs and/or replenishment programs
• Manage performance of suppliers and subcontractors to achieve cost, quality, and delivery goals
• Perform long-range purchasing research and materials planning of key commodities
• Recommend enhancements and improvements to existing project management tools to better serve internal and external customers
• Develop and oversee inventory policies to meet business requirements
• Oversee management of remote inventory levels

Additional Responsibilities:

• Continually seek tools and methods to improve the overall purchasing experience

 

Requirements and Skills:

Education: Bachelor Degree or equivalent military training in field of: business, engineering or supply chain management

Experience: 4 - 6 years in field of: purchasing, materials management and/or project management

Supervisory Experience: 1 - 2 years

Requirements and Skills:

• Excellent record of attendance
• Will work on-site (no tele-commuting)
• Ability to speak/read/write English
• Detail oriented with strong organizational skills
• Work well under pressure
• Current driver’s license and acceptable driving record
• Sufficient credit line for business expenses

Requirements and Skills continued:
• Experience performing a high level of materials purchasing in the domestic market
• Understanding of inventory control, warehouse and planning functions
• Strong MRP/ERP knowledge or experience
• Knowledge of manufacturing practices, materials and their use
• Ability to work both independently and in a team environment
• Ability to communicate effectively with subordinates, co-workers, management, vendors and customers
• Strong proven leadership and project management skills
• Proven negotiations, listening and presentation skills

PC Application Skills:
Basic level: Visio
Intermediate level: Word, Excel, PowerPoint, Outlook, Project, Adobe

 

Travel Requirements: Expected <10%

 

Desirable Qualifications:
• CPM
• Background in performing a high level of material purchases in the international market
• Perceptive, analytical, with ability to induce cooperation in complex organizational relationships
• SAP experience
